TCOM L.P. Welcomes Jeff Payne as Director of Capture

COLUMBIA, MD., August 30, 2023 — TCOM, L.P., the global authority in airborne persistent surveillance solutions for over 50 years, is excited to welcome Jeff Payne as Director of Capture as part of its Business Development team. In this capacity, Jeff will execute formal capture plans through the proposal submission process in addition to participating in the overall business development strategy.
For the past 10 years, Jeff has successfully run his own consulting firm after holding the position of Vice President of Product Development at Thales. His previous tenures included Director positions at L3Harris Technologies, SES S.A., and Rockwell Collins. He also served as a United States Army Officer Signal/Intel responsible for the transformation and modernization of all technical systems as part of the Army modernization and transformation program.

During his military service, Jeff also directed over 100 major technical equipment upgrades and new product training programs including Satcom, UAS/UAV Platforms, COTM, and SIGINT Systems. He also planned, Installed, operated, and maintained complex satellite and ground-based secure communications systems while working closely with coalition/international partners including Network Operations Center (NOC) assignments. “The experience and knowledge Jeff brings to TCOM will contribute greatly to our staff and what we’re trying to accomplish moving forward,” said Nigel Sutton, Vice President of Business Development. “I’m excited for the opportunity to work with Jeff and see the many great things he has planned for our customers.”
